البرتغال تضع وجبة نباتية على قوائم الطعام العامة

يبدو أن المسؤولين الدولين يحبون تناول الطعام مع الناس مع أخذ الكوكب في عين الاعتبار.على أعقاب نضيرتها لحكومة ألمانيا واليابان، أصبحت البرتغال الآن أيضا تتمتع بحصتها من الضوء بخالية من اللحوم ، بعد أن وافقت على قانون يتطلب خيارا نباتيا في جميع المقاصف العامة.

صوت البرلمان البرتغالى الشهر الماضى لصالح مشروع قانون ينص على ان مناطق الاكل التى تمولها الحكومة فى المدارس، الجامعات، المستشفيات، السجون والمبانى العامة الاخرى يجب ان تقدم وجبة واحدة على الاقل خالية من جميع المنتجات الحيوانية. ومن المتوقع أن يدخل القانون في غضون شهور.

حزب حقوق الحيوان اقترح القانون، مستوحى من عريضة نظمتها الجمعية النباتية البرتغالية التي حصلت على 15،000 توقيع، والتي تم تمريرها بأغلبية كبيرة. ولاحظ عضو البرلمان الوحيد لحزب حقوق الحيوان، أندريه سيلفا، أن هذا الإجراء لن يكون عبئا على المال العام حيث أن الوجبات الخالية من اللحوم المجانية تكون أرخص من تلك التي تحتوي على اللحوم. ما يمكن أن يضيفه يوم إثنين خالي من اللحوم: هي وجبات ألذ ومغذية أكثر وأسهل على البيئة ــ الأشياء التي يجب أن تخفف ضد شرط غير مفيد في القانون الذي يسمح للمقاصف لإزالة الخيار النباتي إذا كان الطلب منخفض جدا.

يبدو ذلك من غير المحتمل، إذا كان نجاح المبادرات المماثلة في أماكن أخرى من العالم هو شيء يمكن حدوثه. في مارس، قررت وزارة البيئة الألمانية حظر جميع منتجات اللحوم من الوظائف الرسمية، وفي بداية شهر أبريل، وبعد إختبار ناجح جدا، قام مكتب مجلس الوزراء الياباني وأمانة مجلس الوزراء بوضع قائمة طعام منتظمة خالية من اللحوم في مقصف مكتبهم.

قال نونو الفيم من الجمعية النباتية البرتغالية انه كان “انجازا كبيرا”، واضاف “انها المرة الاولى لدينا أن يسمي القانون على وجه التحديد نباتي. وسوف تعزز التنوع في عادات الأكل وتشجيع المزيد من الناس على اختيار الخيار النباتي كما سيصبح متاحا على نطاق أوسع. ومن المتوقع أن يكون لهذا تأثير كبير على صحة السكان قبل كل شيء، ولكن أيضا على الحيوانات والبيئة على المدى الطويل”.

كما لعبت المنظمة الشقيقة لجمعية مفم في البرتغال، موفيمنتو 2أس سيم كارني، دورا رئيسيا في تحقيق ذلك. وأعلنوا الخبر السار على الإنترنت بعد تأكيدهم على أن القانون قد صدر، كتبوا: “لقد فعلنا ذلك! مع مساعدة من بان رأينا وافق شيء كنا نريد لفترة طويلة. نحن سعداء جدا وسنتعاون لمساعدة الحكومة على إدراج هذا الخيار الجديد في كل مقصف عام”.

Country votes into law provision that public canteens must offer diners at least one meat free option

It seems that international officialdom is going mad for eating with people and planet in mind. Following hot on the heels of government departments in Germany and Japan, Portugal is now enjoying its moment in the meat free spotlight, having approved a law that will require a vegan option to be served in all public canteens.

Portugal’s parliament voted last month in favor of a draft law that stipulated the country’s publicly funded eating areas – in schools, universities, hospitals, prisons and other public buildings – must offer at least one meal free from all animal products. It is expected to go onto the statute books in a couple of months’ time.

Animal rights party PAN proposed the law, inspired by a petition organized by the Portuguese Vegetarian Society that garnered 15,000 signatures, which was passed by a large majority. PAN’s sole member of parliament, André Silva, observed that the measure would not be a burden on the public purse as meat free meals tend to be cheaper to make than those containing meat. To which MFM can helpfully add: they are also tastier, more nutritious and easier on the environment – things that ought to mitigate against the unhelpful clause in the law that allows canteens to remove the veggie option if demand is too low.

That seems unlikely, if the success of similar initiatives elsewhere in the world is anything to go by. In March, Germany’s environment ministry decided to ban all meat products from official functions, while at the beginning of April, after a very popular trial run, Japan’s Cabinet Office and Cabinet Secretariat made a regular meat free menu a staple of their office canteen.

Nuno Alvim of the Portuguese Vegetarian Society said it was a “major breakthrough”, adding: “It’s the first time we have any law that specifically mentions vegetarianism. It will promote diversity of eating habits and encourage more people to choose the veggie option as it becomes more widely available. This is predicted to have a significant impact on the population health foremost, but also on animals and the environment in the long run.”

MFM’s sister organization in Portugal, Movimento 2as Sem Carne, also played a key role in making it happen. Announcing the good news online following confirmation that the law had been passed, they wrote: “We just did it! With the help of PAN we saw approved something we have wanted for so long. We are very happy and will collaborate to help the government in inserting this new option in every public canteen.”
