Questions de la députée européenne du Parti pour les Animaux Anja Hazekamp concernant le meurtre de chiens errants en Ukraine
Dans la préparation du prochain concours de la chanson Eurovision des médias divers annoncent le meurtre des chiens errants en Ukraine
1) En 2011, la Commission a déclaré que « récemment des signes de progrès ont été mis en place » dans « les massacres brutaux de chiens errants » en Ukraine [1]. La Commission croit-elle encore qu’il y a des progrès sur le traitement des chiens errants en Ukraine ?
2) Renoncez-vous au traitement cruel des chiens errants et demandez-vous des explications de l’Ukraine sur la violation de la Convention européenne pour la protection des animaux ?
Selon les partisans de l’accord d’association avec l’Ukraine le traité causerait un mieux bien-être des animaux en Ukraine et à la demande d’une consultation des parties une concertation sur le bien-être des animaux pourrait avoir lieu entre l’UE et l’Ukraine (article 68).
3) Voyez-vous des possibilités, sur la base de l’accord d’association et la promesse que la Commission « suivra de près l’adaptation de la législation ukrainienne à la législation de l’UE » de vous concerter avec l’Ukraine et forcer le pays à mettre fin au meurtre de chiens errants, et sinon, de meilleures garanties pour le bien-être des animaux n’auraient-elles pas dû être exigées au cours des négociations ?

Several media reports on the killing of stray dogs in Ukraine in the run-up to the Eurovision Song Contest
1) In 2011, the Commission stated that there had been ‘some recent signs of progress’ regarding the ‘brutal killing of stray dogs’ in Ukraine [1]. Does the Commission continue to believe that progress has been made regarding the treatment of stray dogs in Ukraine?
2) Does the Commission distance itself from the cruel treatment of stray dogs, and will it address the Ukrainian government about their violation of the European Convention for the Protection of Pet Animals?
According to supporters of the Ukraine-European Union Association Agreement, the agreement would lead to better animal welfare in Ukraine and at the request of a party, consultation between the EU and Ukraine on animal welfare would be possible (Article 68).
3) Considering the Association Agreement and the Commission’s commitment to ‘closely monitor bringing Ukraine’s legislation in line with EU standards’, does the Commission see possibilities to enter into consultations with Ukraine and force the country to end the killing of stray dogs and, if not, shouldn’t better guarantees for animal welfare have been required during negotiations?
